Yes, actually, you could. That is, if you can find a very clean source of water (distilled works best) to fill the pond with, because even dechlorinated tap water will probably kill the triops. When you have the clean water in the pond, let it grow some algae before you actually start the triop population so that they can feed on it, as well as adding some meat-based sinking foods about four days after you add the triop eggs.
I’m not sure, though, if the eggs can withstand freezing conditions.
You might want to keep the water movement to a minimum, though. That will allow mosquitoes to breed in the water, and the triops will eat the larvae. Remember that they are predatory (and cannibalistic) so you’ll want to give them every opportunity to be well fed so that they don’t eat their smaller bretheren.
