I was never able to get them to work for my son. we gave up and got sea monkeys instead.

Well most logical is to invest in a heater, but it’s really not worth it if you don’t plan on breeding them or having them around for a long time (multiple generations). You could put the tank in more light or in a warmer part of your house, but I’m pretty sure that triops don’t need tropical temperatures so room temp should be fine. Also, putting the tank in light could cause an algae growth.
Remember, your body temperature is 98.6 F and water sitting at 70 F might still feel cool to you. Try a thermometer.

well when i kept them i just used a lamp right over the tank.it worked fine.i had like 7 hatched but then they started eating each other.mine seemed to never grew past half an inch so i just stopped caring for them.
