Why is my triops tank so dirty when my triops haven’t hatched yet?

Ok so I got triops a couple of days ago and when I put the sand in my tank it got dirty .

the sand could’ve been dirty if some idiot has sold you a cruddy set.

Or:
If it’s green, it’s just algea.
